Tehran not optimistic Russia will abide by its commitment to deliver S-300 missiles to Iran, a diplomat in Iranian embassy in Moscow told Russian Ria Novosti news agency on Friday.

Debates in Iran about the delivery of S-300 missiles to Iran began again after President Bashar al-Assad said on Thursday that Syria has received a shipment of S-300 missiles from Russia.

Iranian media urged the government to pursue its lawsuit against Russia to have it to either fulfill its obligations or pay the $4 billion fine.

Given to the current situation in the region and Russia’s move to deliver S-300 missiles to Syria, Iran expects Russia to abide by its commitment.

Iran signed the $800 million contract with Russia for five battalions of S-300 air defense systems in 2007. However, in 2010 then-President Dmitry Medvedev signed a decree terminating the contract.

After Medvedev’s order, Iran launched a $4 billion lawsuit against Russia’s state-run arms corporation Rosoboronexport in the international arbitration court in Geneva on April 13, 2011.

Moscow is trying to persuade Tehran to withdraw its lawsuit against Russia’s state-run arms export company Rosoboronexport over a cancelled deal to supply S-300 air defense systems to Iran, Russian Technologies (Rostech) CEO Sergei Chemezov said on Thursday in an interview with Ria Novosti.

“The lawsuit is being considered by an arbitration court in Geneva and, unfortunately, our chances to win the case are very slim. We are trying to agree an amicable settlement with Iran, but no progress has been made so far,” he said.

Iran’s Ambassador to Moscow Reza Sajjadi said on Saturday that Salehi would leave Tehran for Moscow on February 11 to attend the annual meeting. 

 The meeting of the Russian-Iranian Business Council (RIBC) is slated to be held on February 11-12 in Russia’s capital.

Sajjadi said on January 14 that the RIBC was expected to discuss the expansion of trade and cooperation in the fields of industry, transportation, energy, as well as consular cooperation.

Russia’s Energy Minister Alexander Novak will represent his country in the event. 

Iran and Russia have close cooperation in other fields such as security and fight against drug trafficking. 

On January 22, Iranian Interior Minister Mostafa Mohammad-Najjar and his Russian counterpart Vladimir Alexandrovich Kolokoltsev signed a memorandum of understanding (MoU) to increase security cooperation between the two countries. 

In January 2012, Iran and Russia inked an MoU to expand cooperation in road, railway and air transportation, and the fields of technology and engineering. 

Head of the Foreign Relations Department at the Russian Chamber of Commerce and Industries Vladimir Padalko said on January 10 that Moscow would “continue its trade cooperation with Iran and no problem can deter the development of the trade relations between the two countries.”

Salehi made the remarks in an interview with IRNA in Moscow on Monday, shortly after he arrived at Vnukovo International Airport. 

“The political determination of the officials of Iran and Russia is based on the expansion of ties between the two countries, and [this] can be a good incentive for increasing bilateral cooperation,” the Iranian foreign minister stated. 

 

“It goes without saying that the Russian Federation is one of the most important neighbors of Iran,” he said, adding, “Russia is an influential country in the international arena” and also has great influence in the Caucasus region.

“Tehran and Moscow can cooperate on many issues, and, for instance, the two countries’ interactions on Syria are going well.”

He went on to say that trade between the two countries should be boosted, since it is currently below the potential. 

Salehi is in Moscow to attend the 10th annual meeting of the Russian-Iranian Business Council (RIBC), which will be held in the Russian capital from February 11 to 12. 

Russian Energy Minister Alexander Novak will represent Moscow at the meeting. 

On January 14, Iranian Ambassador to Russia Reza Sajjadi said that the expansion of trade and industrial, transportation, energy, and consular cooperation between the two countries would be the main topics of discussion at the RIBC meeting. 

The RIBC was established in 2006, and since then, the two countries have signed agreements calling for the expansion of bilateral economic cooperation in various spheres, such as nuclear energy and the oil, gas, industrial, and tourism sectors. 

Iran and Russia are closely cooperating in a number of other areas such as security, transportation, and the campaign against drug trafficking.
